conventional and emerging energy markets, energy trading, petroleum products, project origination, regulatory compliance, commercial structuring, and investment facilitation.
As an Energy Development Advisor, Andrew works with developers, investors, electric cooperatives, infrastructure sponsors, private corporations, and strategic partners in the development and advancement of energy and
infrastructure projects. His expertise includes project development, permitting, grid connection, commercial strategy, regulatory compliance, transaction structuring, investment readiness, stakeholder engagement, and
strategic partnerships.
His work is anchored on the creation of bankable and investment-ready opportunities throughout the energy value chain. These include utility-scale power generation, battery energy storage systems, energy infrastructure,
energy trading, petroleum products, diesel and fuel supply opportunities, electric cooperative partnerships, infrastructure-linked investments, and strategic growth platforms. His broader focus is to transform opportunities
into commercially viable, compliant, financeable, and sustainable enterprises.
Andrew has over twenty-five years of experience in management consulting, corporate strategy, organizational development, governance, and business transformation. Throughout his career, he has advised organizations on
strategic planning, operational excellence, investment evaluation, business development, regulatory compliance, and long-term value creation.
He has been conferred the Doctorate (PhD) in Sustainable Renewable Energy Leadership and Management, Honoris Causa, by The Thames International University of France. He has also received numerous international recognitions
for leadership and contributions to energy development, sustainability, innovation, and strategic business advancement across Asia.
Andrew is a recipient of the Globe Telecom Management Development Program (GMDP). He is a trained ISO Quality Management Systems Auditor accredited through Anglo Japanese American Registrars under the United Kingdom Accreditation
Service. He is a Certified Paralegal from the University of the Philippines, a Certified Compliance Officer (CCO), and a Tax Compliance Specialist (TCS) in the Philippines.
He completed the Chief Strategy Officer Program at the Wharton School of the University of Pennsylvania, together with executive programs in Corporate Governance and Executive Presence and Influence. He also completed
Economics of Clean Energy Transition from Stanford University’s School of Engineering and Doerr School of Sustainability.
Andrew is currently pursuing a Doctorate in Sustainability at the University of the Philippines Open University. He holds a PhD in Economic Analysis from Selinus University of Sciences and Literature in the United Kingdom,
where his research focused on the economics of renewable energy markets in the Philippines. He earned his Master in Business Management from the Asian Institute of Management as a Dean’s List awardee and his Bachelor
of Science in Applied Economics from De La Salle University, where he was likewise recognized on the Dean’s List.
